JWSD & WSDC | 新增互联网使用赛规说明 夏季全国总决赛正式施行！

为全面提升赛事公平性与规范性，组委会经研究决定对Junior WSD & WSDC 实施一系列重要规则调整，所有参赛队伍需高度重视并严格遵守。

新规将于本次夏季全国总决赛起正式施行，各队需提前熟悉规则内容，充分做好备赛准备。（完整细则请仔细查阅下文具体说明）

JWSD 规则更新重点

1️⃣严禁使用互联网查找资料，无论线上或线下比赛，辩论准备期间均不得上网查询任何信息。

2️⃣线下比赛禁止在比赛期间使用任何电子设备（包括手机、平板、电脑、智能手表等）。

3️⃣线上比赛必须准备第二监考设备（如手机或平板），清晰拍摄选手双手和屏幕，确保无违规操作。

4️⃣即兴轮不得携带或使用任何资料，仅允许使用不含辩题相关内容的发言模板、词典、单卷百科、白纸和笔。

5️⃣备稿轮可携带纸质版准备资料，但所有资料必须为纸质打印版，不得为电子版、电子纸或数字打印版。

01、资料查询与电子设备使用

Junior WSD & WSDC

在JWSD/WSDC 比赛中，严禁通过互联网查询任何资料，辩论准备期间不得使用电子设备。

02、允许与禁止携带的材料

Junior WSD & WSDC

即兴轮次

JWSD/WSDC 参赛队伍不得携带任何手写、打印或出版的资料进入准备室，以下物品除外：

• 英语词典或双语词典

• （每支队伍可携带一本）单卷本百科全书或年鉴

• 白纸及钢笔/铅笔

备稿轮次

参赛队伍可将已打印的准备材料带入辩论室，并在比赛过程中使用。所有准备材料必须为纸质打印版，不得为数字版本、电子书、“数字印刷版”、“电子纸”或任何基于电子设备的形式。严禁携带或使用任何形式的数字版材料。

模板说明

按照本规则，简单的发言流程模板（如仅用线条划分发言顺序的空白模板）不视为“打印或出版材料”，可随队携带。

*JWSD 特别规定：

JWSD 参赛队伍还可携带一份打印版发言模板，内容仅可包含发言结构或提纲，不得包含与辩题相关的任何信息。

其他说明

如对是否允许携带某项物品存在疑问，由主裁判、赛事总监或其指定人员作出最终裁定。违反本条规定的队伍将视情节轻重，受到从警告到取消比赛资格不等的处罚。

03、电子设备管理规定

线下比赛

辩论准备期间，所有参与准备工作的人员不得携带以下设备进入比赛房间：

• 电话、智能手机

• 电脑、平板、iPad

• 智能手表

• 其他可对外通讯或查询信息的电子设备

如确需携带，设备须放入随身袋内，并在整场辩论结束前（包括最后一位选手发言完毕前），放置于选手无法触及的位置。

准备室内将为每支队伍提供一个计时器，因此禁止使用手机计时。选手可携带独立计时器，但必须在使用前告知裁判，由裁判确认其仅为计时器后方可使用。

线上比赛

参赛选手可通过电子设备（如微信语音、消息等）与队友沟通，但不得：

• 进行任何在线资料查询

• 复制、粘贴文档或历史聊天记录

选手仅可打字或口头表达观点，严禁使用任何电子文档。

▲监控要求

为确保规则执行，参加线上 WSDC/JWSD 的选手须提前准备辅助监控设备（如手机或平板），并正确摆放。该设备需能清晰拍摄到选手双手及电脑或手机屏幕，供赛事监督人员检查。违反规定的队伍将视情节轻重，受到从警告到取消比赛资格不等的处罚。

04、外部协助

Junior WSD & WSDC

在准备时间内，严禁参赛队伍接受任何其他人员（包括但不限于家长、教练、本校其他成员或裁判）的协助。如发现违规情况，应立即举报，违规队伍将视情节轻重，受到从警告到取消比赛资格不等的处罚。

Online research is not permitted in JWSD/WSDC. No electronic devices are allowed for the preparation of the debate.

Materials Allowed and Prohibited

Teams in WSDC may not bring any handwritten, printed or published materials with them into their preparation room in impromptu debates with the exception of an English Language dictionary, a bilingual dictionary, a single-volume encyclopaedia or almanac per team, and blank paper and pen/pencil. In prepared debates, printed preparation may be brought to the debate room and used in the round. All preparation materials for prepared rounds must be printed (not digital, not “digitally printed”, not e-books, not “e-paper”, not any other form of device-based- paper only). Digital versions are not permitted. For the purposes of this rule, a simple flow template with lines to separate speeches is not considered “printed or published material”.

Additionally, teams in Junior WSD may also bring a printed template that gives them an outline/template of the speeches in Junior WSDC, provided it does not give them any topic information on any topic. Any questions about if a particular thing is allowed will be ruled on by the Chief Adjudicator, Tournament Director, or their designee.

Teams violating these rules may be penalized by penalties ranging from a warning to disqualification from the tournament.

Devices

In offline debates,a person taking part in the preparation of a debate may not take into the preparation area a telephone, smartphone, cell phone, computer, tablet, iPad, smart watch, or any other device capable of communicating or accessing information outside the preparation room.

Any devices brought into the room must be placed into a bag that is left out of reach from the competitors for the entirety of the debate (until the final speech has concluded). Each team will be provided with a timer in the room; therefore no cell phones may be used to time speeches.

Competitors may bring timers with them provided they are ONLY timers, and they should inform the judge who will confirm it is only a timer.

In an online competition, debaters are allowed to communicate with their partners via electronic devices (WeChat call, messages, etc.). However, debaters are not allowed to do research online. They also may not copy and paste from a document or a past chat. They may only type or speak ideas to their teammates and may not use any digital documents.

To better confirm adherence to the rules, participants in online JWSD/WSDC competitions are required to prepare a secondary monitoring device (such as a mobile phone or tablet) in advance and ensure its placement is correct. The device should be positioned to clearly capture the participant’s hands as well as the computer or phone screen.

Teams violating these rules may be penalized by penalties ranging from a warning to disqualification from the tournament.

Outside Assistance

Receiving assistance from anyone else during prep time, such as but not limited to parents, coaches, other members from their institutions, or judges, is strictly prohibited – teams spotted doing this should be reported and may be penalized by penalties ranging from a warning to disqualification from the tournament.

STEP2 资格审核

组委会将根据选手填报的信息于选手报名成功的一周内完成参赛资格审核，请注意查收邮件！

• 通过参赛资格审核的选手，将收到组委会发送的正式参赛邀请函
• 未通过参赛资格审核的选手，将收到组委会发送的通知邮件，且报名费会原路径退回至付款账户
