生成式人工智能政策
TOC ASIA 2025 FALL
为确保赛事公平与学术诚信,TOC Asia 参考美国国家演讲与辩论协会(NSDA)、北京大学国际法学院的相关规定,并结合赛事实践,正式发布2025 – 2026学年生成式人工智能(AI)使用政策。
以下为重点内容:
📌使用总体原则
- 学生可在不违反学术诚信和赛事规范的前提下使用 AI 工具。
- 若某类帮助(如请他人代写、伪造证据)本身不当,则使用 AI 完成同样的事情同样违规。
- 可以类比:若合规地向教练、朋友或搜索引擎获取帮助,那么通常也可用 AI 获得类似性质的支持。
📌六大核心原则
- 研究辅助:AI 可用于检索线索、整理思路,与搜索引擎类似。
- 必须使用原始来源:所有引用与释义必须可追溯至真实、可验证、非 AI 生成的来源。参赛者对证据准确性负全责。
- 禁止引用 AI 本身作为证据:不得直接把 AI 输出当作论据。
- 理解与可辩护性:选手必须能清楚解释、复述并为所用材料负责。
- 赛制与设备限制:不同赛制对设备使用有明确要求,需遵守赛事公告与现场监控。
- 数据与隐私:不得上传隐私或受限资料,因不当使用造成的风险由提交者承担。
📌责任与合规要求
- 选手责任:对提交的主张、数据、证据的真实性和合规性负首要责任。
- 教练与机构责任:应指导选手遵守学术诚信,避免用 AI 替代独立思考与必要训练。
- 核验与抽查:赛事方可在赛中或赛后抽查证据链与理解程度,无法合理解释或提供来源者视为违规。
- 违规处理:从口头警告、分数调整到判负、取消成绩或参赛资格,处罚力度视情节轻重而定。
Generative AI Policy
📌Overview
These rules for the 2025-2026 school year combine policies from the National Speech and Debate Association (NSDA) and Peking University School of Transnational Law, adapted for our league's needs.
📌General Philosophy
- Students may use AI tools to perform tasks if the performance of that task would not violate academic integrity rules if it were done by another person or tool (outside of their teammates) instead of an AI tool.
- In simpler terms: if it would be acceptable for a coach, friend, or Google search to help you with something at that time, then AI assistance for that same task is generally acceptable.
📌 Key Principles
- Research Guidance: AI can help you find sources and generate ideas, just like any search tool.
- Original Sources Required: Any quoted or paraphrased evidence must trace back to verifiable, non-AI sources. You are responsible for any data or evidence you present. Claiming it is an AI mistake is the same as claiming your coach or your teammate made it up- it is not acceptable.
- No AI Citations: You cannot cite generative AI as evidence in your arguments.
- Understanding Matters: You remain fully responsible for defending and explaining any content you present, regardless of how you developed it.

为维护赛事公平与秩序,TOC Asia 对观赛人员制定以下规定。
请所有观赛者仔细阅读并遵守:

📌怎么得知报名结果
经组委会审核通过,以邮件形式发送Observer Code List至符合观赛申请规定的人员。
📌如何入场
- 线上:进入比赛会议时需将会议名称修改为Observer Code
- 线下:凭证件领取观赛证并在观赛过程中全程佩戴
观赛代码(例: Observer A1)均为唯一数字,仅限本人使用,不得转让。
📌行为规范
- 不与选手或裁判交流;
- 不传递信息;
- 禁止录音、录像、直播;
- 线上观赛:不得使用带身份标识的虚拟背景;
- 线下观赛:观赛过程中不得使用电子设备——若有记录发言赛后复盘的需求,仅可通过手写笔记的方式;
- 未经许可不得公开发布赛事资料。
📌不同阶段赛事的观赛规定
- 预选赛:在参赛者同意的情况下,仅限已报名的观赛者与 TOC Asia 工作人员旁听。
- 淘汰赛:本阶段的赛事,除了已报名的观赛者外,已被淘汰的参赛者亦可在不造成干扰的前提下旁听。鉴于辩论的公共性,淘汰赛的观赛同意仅可基于公平理由而撤销。
Observer Policy
To maintain fairness and order, TOC Asia has established the following rules for observers. Please read carefully and comply:
📌Who May Observe
- Coaches of registered participants
- School Teachers/Administrators
- Non-participating students
📌How to Receive Registration Results
After approval by the Organizing Committee, an Observer Code List will be sent via email to those who meet the requirements.
📌How to Enter
- Online:When joining the competition meeting, change your display name to your Observer Code.
- Offline:Present identification to collect an observer badge and wear it at all times during observation.
Observer codes (e.g., Observer A1) are unique and non-transferable.
📌Code of Conduct
- Do not communicate with contestants or judges, or pass along information.
- Recording, filming, and live-streaming are strictly prohibited.
- Online observation:Virtual backgrounds with identifying logos or features are not permitted.
- On-site observation:The use of electronic devices during rounds is prohibited.If notes are needed for post-round review, only handwritten notes are allowed.
- Event materials may not be published without prior authorization.
📌Observation Rules for Different Stages
- Preliminary Rounds:Observation is limited to registered observers and TOC Asia staff, and only with the consent of the contestants.
- Elimination Rounds:In addition to registered observers, eliminated contestants may also observe, provided they do not cause disruption. Given the public nature of debate, permission to observe elimination rounds may only be revoked for reasons of fairness.

📌演讲类赛事的淘汰赛计分
淘汰赛将采用累计评分模式。该模式奖励参赛者在整个赛事中的稳定表现,同时降低评审在演讲评分中的主观性。
- 半决赛:使用两名裁判,这使半决赛在计分上等同于两轮初赛。
- 决赛:使用四名裁判,这使决赛的计分等同于初赛的总和。
淘汰赛的发言顺序不一定按照名次安排。尽管赛室会进行平衡分配,但发言顺序是随机的,以避免高排名选手在后方发言而影响裁判判断。
排名优先级:
- 累计名次(Rank)
- 累计分数 (Scores)
- 其他由组委会酌定因素
TOC 组委会保留对未来赛事调整该计分系统的权利。
Elimination Round Tabulation
Elimination round scoring will use a cumulative scoring model. This model rewards consistency in performance across the tournament and reduces the inherent subjectivity of judging speech. In the semifinals, two judges will be used, which effectively makes the semifinal round equivalent to two preliminary rounds. In the final round, four judges will be used, which effectively makes the final round worth the same as the preliminary rounds combined.
The speaking order for elimination rounds is not necessarily based on ranking. While the rooms will be balanced, the speaking order will be random to prevent influencing the judges’ decisions by having higher ranked students at the end of the order.
Scores will be set using factors in the following order:
- Cumulative Ranks
- Cumulative Points
- Other tiebreakers as deems appropriate by the Organizing Committee
The TOC Organizing Committee reserves the right to make changes to this system for future tournaments.
辩论类赛事重点规则速查
📌PF & JWSDC晋级规则
- 若赛事允许,TOC Asia 力求将所有有胜绩的队伍(如 3-2、4-3 等)晋级至双八分之一决赛(DoubleOctofinals)。有时,这可能包括部分淘汰轮和赛程调整。如果比赛中胜绩队伍超过 32 支,组委会可采取以下方式:
- 根据初赛轮后的排名,晋级 32 支队伍(完整双八分之一决赛);
- 如果比赛条件允许,可晋级超过双八分之一决赛(如三倍八分之一决赛 TripleOctofinals 等)。
- 如果将所有有胜绩的队伍晋级后数量不整齐,首轮淘汰将为 “部分淘汰(partial)”——即部分队伍轮空(bye)。例如,如果 13 支队伍胜绩为 3-2 或更高,则首轮淘汰为部分八分之一决赛(PartialOctofinals):队伍 1、2、3 轮空,队伍 4-13 进行比赛。
- 部分淘汰轮失利的队伍,将根据淘汰轮级别(而非部分淘汰)记录其身份——例如在部分八分之一决赛中失利的队伍,将被认定为八分之一决赛选手(Octofinalist)。
- 首轮淘汰可能只设置一名裁判。在比赛条件允许的情况下,淘汰轮将设奇数裁判团(如 3 名、5 名等)。裁判不得讨论决定——每位裁判应独立作出裁决,将结果录入Tabroom,并且即使其他裁判的意见可能影响自己,也不得更改决定。辩论是一项沟通活动,因此裁判应基于参赛者有效传达的观点作出判断。
- 团队可能会同时符合多个晋级类别/组别的条件。若团队符合多个晋级条件,则以最高级别的晋级为优先。(在 JWSDC 中是公开组 > U12;在 PF 中是 Bid > 高中组 > 初中组 > 新手组)。团队不得选择在较低级别的组别中晋级。
📌WSDC晋级规则
- 在条件允许的情况下,排名前半数(向下取整)的队伍将晋级至四分之一决赛(Quarterfinal)。若赛事条件允许,还可以设置超过四分之一决赛的进一步淘汰赛。若采用奇数轮初赛,则所有取得正战绩的队伍均可晋级,直至十六分之一决赛(Octofinal)。
- 队伍可能会符合多个晋级类别/组别的资格。在这种情况下,将以最高级别的晋级优先(即:公开组 Open > U16 > U14 > U12)。队伍不得选择参加较低级别的晋级组别。
- 若某支队伍在初赛中有超过一次Iron-person完成的演讲,则该队伍将失去晋级资格。
Break info
📌Public Forum and JWSDC Breaks
When possible, TOC Asia seeks to break all teams with a winning record (3-2, 4-3, etc.) up to a Double Octofinal. Sometimes, this will include partial elimination rounds and schedule adjustments. If a tournament were to go beyond 32 teams with a winning record, the Organizing committee may: 1) Break 32 teams (a full Double Octofinal) based on the seeding after preliminary rounds (see “Team Seeding” below), or 2) if tournament conditions permit, break beyond a Double Octofinal (a Triple Octofinal, etc.).
If breaking all winning teams leaves an inexact number, the first elimination will be a “partial”- meaning some teams will have a bye. For example, if 13 teams have a 3-2 record or better, the first elimination round would be a “Partial Octofinal” where teams 1, 2, and 3 would have a bye, and teams 4 through 13 would debate in the Partial Octofinal. Those who lose a partial elimination round will be recognized based on the round (not the partial)- so if a team loses in Partial Octofinals, they would be recognized as Octofinalists.
At times, this means that the first elimination round may require a single judge. When tournament conditions permit, elimination rounds will have an odd-numbered judge panel (i.e. 3 judges, 5 judges, etc.). Judges will not confer on the decision- each judge shall make an independent decision, input their ballot in Tabroom, and may not change that decision even if one of the other judges’ OA may convince them. Debate is a communication activity, so the judges should decide the round based on the ideas that were effectively communicated to the judge.
A team shall be ineligible to break if a substitution speech and/or “Iron Person” is delivered more than once during the preliminary rounds.
Teams may qualify for multiple break categories/divisions. Assuming a team qualifies for multiple breaks, the highest break will be prioritized. (Open>U12 for JWSDC; Bid>HS>MS>Novice for PF). Teams my NOT choose to break in a lower breaking category.
📌WSDC Breaks
When feasible, the top half, rounded down, shall break up to a quarterfinal. If possible, further elimination rounds beyond a quarterfinal may be implemented when competition conditions permit. When an odd number of preliminary rounds is used, all teams with a winning record up to an Octofinal shall break.
Teams may qualify for multiple break categories/divisions. Assuming a team qualifies for multiple breaks, the highest break will be prioritized. (Open>U16/U14/U12). Teams my NOT choose to break in a lower breaking category.
A team shall be ineligible to break if a substitution speech is delivered more than once during the preliminary rounds.
